Commercial & Residential Retrofit Programs Across Central Maryland and Baltimore

Affordable Housing

Maryland needs more affordable housing. ZNRG works alongside developers, landowners, and local jurisdictions to help make it happen. We contribute development support permitting strategy, financial structuring, project coordination, and stakeholder management to expand access to quality affordable homes in communities where housing costs have outpaced income.

Our focus is on projects that integrate energy-efficient design from day one, reducing long-term utility costs for residents and aligning housing development with Maryland’s climate goals.

WHAT ZNRG DOES

Permitting & Entitlement Support

We navigate the local approval process zoning reviews, planning commission hearings, site plan submissions to move projects from concept to approval.

Financial Structuring

We help assemble the financing stack for affordable housing projects, coordinating across tax credit programs, state incentives, conventional lending, and developer equity.

Development Coordination

We manage the moving parts coordinating between architects, engineers, general contractors, utility providers, and local government to keep projects on track.

S&T Kentlands

Gaithersburg, MD 913 & 917 Quince Orchard Road, Kentlands

ZNRG is providing development support for 45 affordable housing units within a 302-unit, 5-story multifamily project in the Kentlands neighborhood of Gaithersburg. The project was approved by the Gaithersburg Planning Commission in February 2026.

The development is transit-oriented, located within walking distance of retail, schools, and public transit, and will deliver quality affordable homes in one of Montgomery County’s most established planned communities.

Commercial Energy Efficiency

Through the Maryland Energy Administration’s Energy Efficiency Equity Program, ZNRG delivers whole-building energy efficiency retrofits for commercial properties in Central Maryland. Our work targets buildings in low-to-moderate income communities where aging infrastructure drives up operating costs and where property owners lack the capital to invest in upgrades on their own.

We manage the full retrofit process energy audits, scope development, contractor coordination, and project completion so building owners get measurable savings with minimal disruption to operations.

LED Lighting Retrofits

Replace outdated fluorescent and HID fixtures with high-efficiency LED systems, reducing lighting energy costs by 40–70%.

HVAC Optimization

Upgrade heating, ventilation, and cooling equipment, improve controls, and seal ductwork for better comfort and lower utility bills.

Building Envelope Improvements

Insulation upgrades, window film, air sealing, and exterior wall improvements (including EIFS) that reduce heat loss and gain.

Water Heating & Controls

High-efficiency water heaters, smart thermostats, and building management system upgrades for better energy performance across the facility.

Who This Serves

This program is available to commercial property owners in BGE and Pepco utility territories across Central Maryland. Priority is given to buildings located in low to-moderate income and overburdened communities identified under Maryland’s equity criteria. Eligible properties include office buildings, retail spaces, houses of worship, medical offices, community facilities, and multifamily common areas.

There is no cost to the property owner for qualifying upgrades. The program is funded by the Maryland Energy Administration.

Residential Energy Efficiency

ZNRG delivers whole-home energy efficiency upgrades for households across Baltimore City through state-funded programs administered by the Maryland Energy Administration. Our residential work focuses on the homes and neighborhoods where energy costs hit hardest older housing stock, limited insulation, outdated systems and where a well-executed retrofit can make a real difference in monthly bills and comfort.

We coordinate the entire process from energy assessment through installation, working with qualified contractors to deliver upgrades that lower energy use, improve indoor air quality, and extend the life of the home.

Insulation & Air Sealing

Attic, wall, and basement insulation combined with air sealing to stop heat loss and reduce drafts.

Heating & Cooling

Furnace, heat pump, and air conditioning replacements or tune-ups for safer, more efficient climate control.

Lighting & Appliances

LED lighting, ENERGY STAR appliances, and smart thermostats that reduce electricity consumption..

Health & Safety

Carbon monoxide testing, combustion safety checks, and ventilation improvements to ensure upgrades don’t compromise indoor air quality.

Who This Serves

This program serves homeowners and renters in Baltimore City. Income-eligible households receive upgrades at no cost. The program is designed to reach households that spend a disproportionate share of income on energy often in older rowhouses and apartments with minimal insulation and aging mechanical systems.

No homeownership required. Renters are eligible with landlord authorization.
